Our Mission
FUTO Centre of Excellence in Sustainable Procurement, Environmental & Social Standards (FUTO CE-sPESS) is a project established in 2019 by the National Universities Commission (NUC) in partnership with the World Bank to provide new and innovative training programmes currently not available in higher institutions in Nigeria. The primary objective of FUTO CE-sPESS is to provide innovative and sustainable capacity building and professionalization in sustainable procurement, environmental standards, and social standards to meet the needs of the public and private sectors in the country and the Africa region.

Welcome to FUTO CE-sPESS Learning Management System Portal
I am delighted to welcome you to the Federal University of Technology Owerri, Centre of Excellence in Sustainable Procurement, Environmental and Social Standards (CE-sPESS) Learning Management System (LMS) Portal.
FUTO CE-sPESS was established in 2019 by the National Universities Commission (NUC) in partnership with the World Bank for capacity building in Procurement, Environmental and Social Standards within the Nigerian public and private sectors to enhance sustainable development and value for money in public expenditure.
Each of the three Departments, fully accredited by NUC; Procurement Management (PRM), Sustainable Environmental Studies (SES) and Sustainable Social Development (SSD) has 5 tracks listed as follows: Track A - Executive Short Courses, Track B - Advanced Certificate, Track C - Postgraduate Diploma (PGD), Track D – Masters (MSc) Degree and Track E - First Degree (B.Sc.).
Programme Offerings
Instructor-Paced Learning Option
We have Instructor-Paced and Self-Paced Learning options. The Instructor-Paced Learning Option is the normal University programme whereby we have fixed schedules for lectures, assignments, tests, etc that all registered students follow at the same pace, regardless of individual learning needs.
Self-Paced Learning Option
In view of the huge demand for knowledge in these areas, the self-paced learning option has been designed with flexibility so that individuals from various parts of the country and Africa can join to learn at their own pace and schedule.
This option is Student-centred, interested candidates can apply, once they are cleared for registration, they can start learning with access to a wealth of materials, interactive lessons and downloadable guides. The LMS has progress tracking for monitoring achievements and milestones and students will get completion certificates at the end of every course. However, for the final degree, the National Universities Commission (NUC) guidelines will apply before graduation.
Our resource persons, drawn from FUTO, other universities in Nigeria and abroad, industry and private sectors are well trained and experienced to provide you with the best possible support and guidance.
